If you're trying to learn how to play, the best progression is probably custom game with bots on your teeam > Intermediate bots in the queue. The beginner bot queue, while having easier bots, also tend to contain, well, beginners. Especially not terribly bright ones. And given that you're aware that chasing the enemy under the turret repeatedly is a bad idea, I'm sure you'd be able to handle the intermediates.

Eh, kills aren't everything. Probably the two best things to learn to start off with are last hitting and what items to buy. Getting the last hit on a mob is pretty important, with every ~15 minion kills giving you the same amount of gold as a kill on a champ. Spending the first 15 minutes farming isn't a bad idea, and once you get it down will give you a big advantage over the bots. Something like 100 minion kills at 15 minutes is good to aim for (and I still don't hit that a lot of the time), only worrying about bots if they attack you/if they're doing something dumb. Annie is a really good champ to learn this on, as her Q refunds mana when you get a kill with it. Item wise, the recommended builds are fine at low levels.

I'm not sure how much of this you want to know, but I'm procrastinating shit at the moment, so you get my comments anyway.
